Substitute drug dispensing plan hit snag

In spite of President Roh Moo-hyun's repeated pledges over substitute drug dispensing during his campaigning last December, the Health Ministry is still hesitating to push up with the plan without lifting various regulatory matters concerned, according to pharmaceutical sources.
