As the functions of the Ministry of Science and Technology would be split between the Ministry of Commerce, Industry and Energy, and the Ministry of Education and Human Resources Development, the Health and Welfare Ministry hopes to regain its R&D function for the development of new drugs, which had been divided by other two ministries.
