Most of drug makers did not comply to settle the return stocks from pharmacies in a cash but swap it to other general drugs, leaving a serious resistance from the pharmacy communities. Even some drug manufacturers refused to accept the returned goods from pharmacies or accepted only 70 to 80% of the invoice prices in an excuse of their sales cost.
