What are reasons Korean pharmas rarely develop novel drugs on their own?

Korean pharmaceutical companies have rarely produced self-developed novel drugs. 

According to the Ministry of Food and Drug Safety(MFDS), since ‘Sunpla Inj,’ a SK Chemicals’ anticancer drug, acquired approval as the first Korean drug in 1999, total 28 products have been approved as Korean drug by the year of 2017.
