Would it be possible to apply ‘ethics’ on standards for innovative pharmaceutical company?

In regards to the ‘line’ of ‘ethical standards’ to adopt in selection and revocation of innovative pharmaceutical company, the Ministry of Health and Welfare is agonizing.

This is because it was suggested it was not right to give preference on drug price, R&D support and tax benefits as certifying pharmaceutical companies with low social ethical standards as innovative pharmaceutical company.
