Why did pharmaceutical association postpone secret voting?

Since the rebate situation has been developed, the ‘secret voting’ got also delayed. Despite a part of the industry’s opposition, the secret voting which has been conducted for 3 times so far has been evaluated that it has played a part in eradicating rebates; thus, the 4^th secrete voting has attracted interests of pharmaceutical companies.
