Most of local secondary medical institutes are mismanaging their dispensing medications after the medical reform program launched, which included the unqualified person's dispensing practices without filling retired pharmacists' positions according to the survey conducted by 3 civic and labour union organizations from Feb. 19 to March 24 against 44 hospitals across the nation.
